In 1990 he was one of the co-authors of Constitution of the Republic of Lithuania adopted in 1992. A Member of Parliament of the Republic of Lithuania for six mandates. He led the Lithuanian delegation to the Convention on the Future of Europe. Minister for Health of Republic of Lithuania (2012-2014).
